Ukrainian Refugees

The UK government introduced regulations to protect Council Tax discount for single person and limit the impact on council tax payments for those hosting a Ukrainian refugee(s) as part of the Homes for Ukraine scheme. 

How to check and apply for discount

For any discount or exemption that normally is applied, please contact counciltax@northwarks.gov.uk with the name(s) of the people you are hosting, the date they arrived at your home, and evidence that they can stay in the UK under the scheme. 

Single Person Discount 

If you are the only adult aged 18 or over in your home and you get the Single Person Discount, you will still get 25% off your bill if a Ukrainian refugee(s) is living with you. 

Impact on occupied properties that are exempt

If you property is exempt under Class N (only occupied by students), Class S (only occupied by under 18s), or Class U (only occupied by people who are severely mentally impaired), you will still continue to get an exemption if a Ukrainian refugee is living at the property. 

Impact on empty properties that are exempt

If you property is 

  • owned by a charity that is empty for less than 6 months (Class B)
  • empty because someone is in prison or detained (Class D)
  • empty because someone has moved into a care home or hospital (Class E)
  • empty because the owner has died and probate is still be awarded (Class F)
  • empty awaiting a minister of religion to move in (Class H)
  • empty because someone moved to give personal care to someone (Class J)
  • empty and owned by a student (Class K)
  • repossessed (Class L) 
  • empty because someone went bankrupt (Class Q)
  • empty because it forms part on an annexed property that can't be let out separately (Class T)

you will still continue to get an exemption if a Ukrainian refugee moves in. 

Empty properties where council tax is being charged

If you currently pay Council Tax on an empty property and you then host a Ukrainian refugee, they will become liable for the Council Tax from the date they move in.   They would then be entitled to a 50% discount on the bill. 

Discount for Homes for Ukraine scheme guests moving into their own property

If you are a guest who has been living in the UK and you move out of a host property into your own home, you will be eligible for a 50% council tax discount.
