Persons in Respect of whom Child Benefit is Payable
Where a person has turned 18 and entitlement to child benefit continues for that person, they shall continue to be disregarded for Council Tax. The effect of the disregard is to extend beyond their 18th birthday the period when certain young people are disregarded for council tax purposes. This disregard is considered in conjunction with school and college leavers.
School and College Leavers
This covers young persons aged 18 or 19 who leave school or college between 1 May and 31 October in any year. People under 20 who leave school or who finish a course at a further education college after 30 April in any years are disregarded for discount purposes up to and including 31 October.
This is to provide time for those going into further education to qualify under the Student disregard without any effect on the household.
