- Development Plan Documents - are planning policy documents which make up the Local Plan. They help to guide development within a local planning authority area by setting out the detailed planning policies, which planning officers use to make their decisions on planning applications.
DPDs were introduced as part of the reforms made to the planning system through the Planning and Compulsory Purchase Act 2004.
The Localism Act 2011 and the Town and Country Planning (Local Planning) (England) Regulations 2012 provide the most up-to-date legislation in relation to Local Plans and DPDs
- Supplementary Planning Documents (SPDs) ,Supplementary Planning Guidance (SPG) that has been prepared by the Council. SPDs are and will be consistent with and expand on existing policies within the Local Plan and DPDs
The production of an Local Plan relies on evidence relating to the sustainability, viability and the social, economic and environmental impacts of the policies proposed. The following documents form the evidence base for the Local Plan
Sustainability Appraisal - Strategic Environmental Assessment
The Sustainability Appraisal (SA) is a process which examines the social, environmental and economic effects of the strategies and policies in DPDs to ensure that the decisions made accord with sustainable development. When an SA is carried out on certain plans, it must also meet the requirements the Strategic Environmental Assessment (SEA) Directive (2001/42/EC). This Directive ensures that environmental effects of strategies and policies are also carefully assessed.
Habitat Regulations Assessment
The Habitat Regulations Assessment (HRA) examines the effects of the strategies and policies in Development Plan Documents (DPDs) to ensure that the decisions made accord with the Conservation of Habitats and Species Regulations 2010. More importantly it will determine whether any of the policies being considered for the Core Strategy are likely to have a significant effect on any Special Area of Conservation (SAC), Special Protection Area (SPA) or Ramsar site, and thus if a full Appropriate Assessment under the Regulations is required.
Biodiversity Net Gain
BNG is an approach to development. It makes sure that habitats for wildlife are left in a measurably better state than they were before the development. In England, BNG is mandatory under Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021). Developers must deliver a BNG of 10%. This means a development will result in more or better quality natural habitat than there was before development.
